About the Committee

The Intellectual Property Rights (IPR) Cell at D.Y. Patil Agriculture and Technical University is established to function as the central agency for all matters pertaining to the protection, management, and commercialization of intellectual assets. Recognizing universities as a centre of innovation, the IPR Cell provides a structured framework to transition academic research into legally protected and commercially viable products. The Cell operates under the aegis of the University’s Research & Development Wing, ensuring that every creator, whether a senior professor or an undergraduate student, receives the necessary support to protect their original work.

Mission

  1. To foster a culture of "patent-first" research among the academic community.
  2. To provide comprehensive legal and technical support for filing Patents, Copyrights, Trademarks, and Designs.
  3. To conduct regular training on IPR laws, prior-art searches, and ethical research practices.
  4. To facilitate the transfer of technology from university laboratories to industrial markets through licensing and spin-offs.

Functions of the Committee

The IPR Committee is responsible for the strategic governance of the Cell. Its primary functions include:

  1. Periodically reviewing and updating the University IPR Policy in accordance with UGC and Government of India updates.
  2. Assessing the novelty and commercial potential of “Invention Disclosures” submitted by members.
  3. Managing the University’s IPR budget, including payment of filing fees and renewal costs.
  4. Coordinating with empanelled Patent Attorneys and the Indian Patent Office (IPO).
  5. Addressing any disputes regarding authorship, ownership, or revenue sharing between the University and inventors.

Duties & Responsibilities

  1.  Final approving authority for all IP filings and technology transfer agreements.
  2. Managing daily operations, maintaining the IP register, and acting as the primary point of contact for inventors.
  3. Identifying patentable projects within their respective departments.
  4. Providing legal counsel on patentability, infringement, and drafting licensing contracts.
  5. Promoting IPR awareness among the student community and assisting in organizing workshops.

Procedure of Functioning

The IPR Cell follows a transparent, time-bound Standard Operating Procedure (SOP) to ensure that innovations are protected before they are publicly disclosed.

  1. Submission of Disclosure
  • The inventor submits an Invention Disclosure Form (IDF) to the IPR Cell.
  • The Cell ensures a Non-Disclosure Agreement (NDA) is in place to maintain confidentiality.
  1. Technical & Legal Scrutiny
  • The Committee conducts a Prior-Art Search to check for existing similar technologies.
  • The evaluation is completed within 15–30 days of submission.
  1. Filing Process
  • If approved, the University bears the cost of filing a Provisional Patent to secure a “Priority Date.”
  • A Complete Specification is drafted and filed within 2 months.
  1. Maintenance & Commercialization
  • The Cell tracks the status of the application (Publication, Examination, Grant).
  • Upon grant, the Cell actively promotes the technology for Licensing or Technology Transfer to industry partners.

The IPR cell shall meet at least twice a semester, and the quorum for the IPR cell meetings shall be the nearest whole number above 50% of the membership of the IPR cell. The member secretary may decide on any additional meetings as per need basis.
