About the Committee / Body

The Governing Body is constituted as per Section 21 of the Act. It is the supreme authority of the University and functions as the principal executive body, exercising overall control, superintendence, and direction over the affairs of the University in accordance with the provisions of the Act, Statutes, Ordinances, Rules, and Regulations framed thereunder.

Vision

To function as the supreme authority ensuring lawful, efficient, and effective governance of the University in alignment with the Act and Statutory provisions.

Mission

  • Provide overall policy direction, supervision, and strategic control over the university in accordance with the Act, Statutes, Ordinances, and Regulations.
  • Ensure statutory compliance, financial accountability, and maintenance of academic standards.
  • Approve key institutional matters, including budgets, annual reports, statutes, policies, and major institutional decisions.
  • Safeguard the long-term academic, administrative, and financial sustainability of the university.

Composition of the Committee

Functions of the Committee

The Governing Body exercises the following statutory functions:

  • Acts as the supreme authority and principal executive body of the University
  • Provides general superintendence, direction, and control over University functioning
  • Reviews decisions of other University authorities to ensure conformity with the Act, Statutes, Ordinances, Rules, and Regulations
  • Approves the budget and annual report of the University
  • Lays down policies to be followed by the University
  • Makes, amends, or repeals Statutes
  • Recommends voluntary liquidation of the University to the Sponsoring Body if smooth functioning becomes impossible despite all efforts
  • Regulates expenditure and manages University funds
  • Establishes and maintains academic departments, schools, faculties, hostels, and study Centres
  • Fixes and collects fees and other charges
  • Grants, confers, and withdraws degrees, diplomas, certificates, titles, and academic distinctions
  • Approves creation of academic, administrative, technical, and other posts
  • Supervises discipline among students and employees
  • Promotes teaching, training, research, innovation, and dissemination of knowledge
  • Approves national and international academic cooperation
  • Establishes Centres, sub-Centres, and study Centres (with prior Government approval where applicable)
  • Carries out activities necessary to fulfill the objectives of the University

Duties & Responsibilities

Duties of the Governing Body

  • Ensure the University operates strictly within the legal framework of the Act and Statutes
  • Exercise policy-level oversight, not routine administration
  • Safeguard academic standards, financial integrity, and institutional discipline
  • Ensure accountability of all statutory and non-statutory authorities
  • Take corrective action where decisions are inconsistent with statutory provisions

Responsibilities of Members

  • Attend meetings and contribute to decision-making
  • Act in the best interest of the University
  • Maintain confidentiality and statutory responsibility
  • Registrar, as Permanent Invitee, assists administratively without voting rights

Procedure of Functioning

Meetings

  • The Governing Body shall meet at least three times in a calendar year

Quorum

  • Five members constitute the quorum for a meeting

Decision-Making

  • Decisions are taken through resolutions in duly convened meetings

Delegation of Powers

  • The Governing Body may delegate any of its powers to:
  • President
  • Vice-Chancellor
  • Any other officer
  • Actions taken under delegated authority must be reported in the next meeting of the Governing Body

Administrative Support

  • The Registrar facilitates meetings and records proceedings as a permanent invitee
