About the Committee / Body
The Board of Management is constituted as per Section 22 of the Act. It is the principal executive and administrative authority of the University responsible for monitoring, controlling, and administering the general activities of the University, subject to the overall superintendence and approval of the Governing Body.
Vision
To ensure efficient, accountable, and lawful administration of the University in accordance with the Act, Statutes, Ordinances, and decisions of the Governing Body.
Mission
To manage the academic, administrative, financial, and human resource functions of the University; implement policies approved by the Governing Body; and ensure smooth day-to-day functioning of the University.
Composition of the Committee
Functions of the Committee
The Board of Management exercises the following statutory powers and functions:
- Accepts financial accounts and audit reports
- Prepares and presents budget estimates to the Governing Body for approval
- Performs functions assigned by the Governing Body and the President
- Recommends to the Governing Body the making, amendment, or repeal of Statutes and Ordinances as recommended by the Academic Council
- Considers and approves Selection Committee reports and forwards them to the Governing Body
- Monitors, controls, and administers general activities of the University
- Frames and recommends fee structure and criteria for fee exemption for needy and meritorious students
- Creates teaching, academic, administrative, ministerial, and other posts as required
- Appoints Professors, Associate Professors, Assistant Professors, and other academic staff on recommendation of the Selection Committee
- Promotes inter-disciplinary research and joint academic appointments
- Regulates and enforces discipline among employees
- Manages finances, accounts, investments, property, and administrative affairs
- Fixes limits on recurring and non-recurring expenditure
- Provides buildings, infrastructure, furniture, and equipment
- Enters into agreements and contracts on behalf of the University with Governing Body approval
- Fixes emoluments and allowances for examination-related staff
- Selects and recommends a common seal of the University
- Frames policies for fellowships, scholarships, medals, prizes, and academic distinctions
- Appoints Visiting Professors, Emeritus Professors, Consultants, and Scholars
- Enters into partnerships with industry and NGOs and establishes corpus funds
- Exercises powers not specifically assigned to other authorities
- Decides charges for duplicate mark-sheets, re-evaluation, degree certificates, and related matters on recommendation of the Board of Examinations
Duties & Responsibilities
Duties of the Board of Management
- Act as the executive authority implementing policies approved by the Governing Body
- Ensure compliance with the Act, Statutes, Ordinances, Rules, and Regulations
- Oversee academic appointments, administrative staffing, and financial discipline
- Ensure transparent and lawful management of University resources
- Maintain discipline among employees and regulate service conditions
Responsibilities of Members
- Participate in meetings and decision-making
- Act in the best interest of the University
- Ensure decisions are placed before the Governing Body wherever approval is required
- Maintain institutional accountability and statutory compliance
Procedure of Functioning
Chairperson
- The Vice-Chancellor is the Chairperson of the Board of Management
Meetings
- The Board of Management shall meet at least once in every two months
Quorum
- Five members constitute the quorum
Decision-Making
- Decisions are taken through resolutions in duly convened meetings
- Matters requiring higher approval are forwarded to the Governing Body
Administrative Process
- Proceedings and decisions are recorded and implemented as per Statutes and Ordinances
- Financial and policy matters are escalated to the Governing Body as required
